Chandigarh, September 6 – Haryana Chief Minister Sh. Nayab Singh Saini said in the present waterlogging crisis, the ruling party, opposition, and common people need to serve with patience together so that everyone can get relief from this calamity. He said that water is gradually receding in the waterlogged areas. About 3,000 villages in the state have been affected by excess water coming from the hills. To compensate for crop and other losses in these villages, the state government has opened the e-Kshatipurti portal, where till now 1,69,738 farmers have applied for damage to 9,96,701 acres of crops.

On Saturday, the Chief Minister interacted with the public representatives of the villages affected by waterlogging in Shahabad and took information about the situation and losses of each village. After this, the Chief Minister offered prayers at the Markandeshwar Temple and also interacted with citizens shifted from waterlogged areas, listened to their problems, and assured them that the state government is providing all possible help to the citizens.

Thereafter, while interacting with the media, the Chief Minister said that due to excessive rainfall in hilly areas, a lot of water has flowed into the state’s villages, causing waterlogging. The people whose houses were submerged have been shifted to safe places. Arrangements for their stay, food, drinking water, and other needs have been made. Apart from this, fodder for animals is also being arranged.

He said that such a situation had also arisen in the state in the year 2023. Officials are engaged in managing the arrangements. The state government has opened an e-Kshatipurti portal for the common people to register their losses.

Replying to a question from journalists, Sh. Nayab Singh Saini said that continuous cleaning of canals and drains is carried out, but this time due to excessive water flow from the hills, such a situation arose. It is unfortunate for the opposition to do politics in such a disaster. In this situation, the opposition should give suggestions and cooperate with the government. He also appealed to the public to support the affected people in waterlogged areas.

Answering another question, the Chief Minister said that the capacity of Markanda Canal is 25,000 cusecs of water, but this time about 40,000 cusecs of water flowed, which overflowed into fields and nearby areas, causing waterlogging.

The Chief Minister said that Prime Minister Sh. Narendra Modi, Home Minister Sh. Amit Shah, and Sh. J.P. Nadda are themselves monitoring the flood-like situation caused by heavy rains in northern India. The Centre has issued special directions regarding Haryana, Punjab, Himachal Pradesh, and Jammu & Kashmir. From various districts of Haryana, aid is being sent to different places in Punjab. Haryana is sending food, drinking water, and fodder for animals to Punjab.

On this occasion, the Chief Minister’s OSD Sh. Bharat Bhushan Bharti, Deputy Commissioner Sh. Vishram Kumar Meena, Chairman Dharmveer Mirzapur, Chairman Dharmveer Dagar, and other dignitaries were present.

Sewa Pakhwada to be observed in Haryana from 17th September to 2nd October

Chandigarh, September 6 – Haryana Chief Minister Sh. Nayab Singh Saini said that from 17th September to 2nd October, “Sewa Pakhwada” will be observed across the state. During this period, many public service programmes, welfare schemes, cleanliness drives, and other programmes of the central and state governments will be carried out.

The Chief Minister today chaired an important meeting with senior officials of various departments. Ministers also joined the meeting virtually and shared their suggestions regarding the programmes.

Sh. Nayab Singh Saini said that for the last 11 years, under the leadership of Prime Minister Sh. Narendra Modi, new schemes and projects have been implemented for public welfare, from which the people of the country are benefitting today. Inspired by the life philosophy of the Prime Minister, during Sewa Pakhwada, the spirit of service among the people will be strengthened. We all must work together to make Sewa Pakhwada a success, he added.

The Chief Minister directed officials that all departments should make full preparations for the fortnight. During this period, the Health Department will organize medical check-up camps. The Department of Social Justice and Empowerment will hold programmes for the welfare of differently-abled persons, and other departments will organize cleanliness campaigns and ‘shramdaan’ (voluntary labour) programmes.

He said that during Sewa Pakhwada, blood donation camps, plastic-free campaigns and tree plantation drives will also be organized.

The Chief Minister instructed the officials to hold special programmes during the Sewa Pakhwada to take the welfare schemes of their respective departments to the grassroots level and ensure maximum public participation in these events.

He said that many projects have been completed, and a list of such projects should be prepared so that they can be dedicated to the people during the Sewa Pakhwada.

He added that since the Sewa Pakhwada will run for more than two weeks, every department should organize one major programme in each district. Along with this, all departments should also collectively hold programmes across the state. The purpose of the fortnight is to give priority to public service, so in all events, public welfare and public service should remain paramount.

In the meeting, senior officials of various departments presented a detailed outline of the programmes to be organized during the fortnight.

The meeting was conducted by Sh. K. Makarand Pandurang, Director General, Information, Public Relations & Languages Department.

Chief Secretary Sh. Anurag Rastogi, Chief Principal Secretary to the Chief Minister Sh. Rajesh Khullar, along with administrative secretaries of various departments and other senior officials were present in the meeting.

Relief trucks dispatched from Hisar for rain-affected people in Punjab

Chandigarh, September 6– Ten trucks loaded with relief material were dispatched today from Hisar for people affected by heavy rains in Punjab. Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa flagged off the relief trucks carrying essential supplies.

He informed that these consignments will be delivered to the needy in Amritsar (Rural) and Tarn Taran areas of Punjab. The relief materials include food items, tents/tarpaulins, medicines, and other daily essentials.

The Cabinet Minister said that in this hour of crisis, the people of Haryana stand in solidarity with the people of Punjab. He recalled that Chief Minister, Sh. Nayab Singh Saini had earlier announced financial assistance for Punjab. Now, relief materials are being sent from various districts of Haryana to flood-affected areas of Amritsar, Firozpur, Fazilka, Kapurthala, Ludhiana, Jagraon, Moga, Khanna, Fatehgarh Sahib, Mohali, Patiala, Ropar, Batala, Gurdaspur, Hoshiarpur, Pathankot, Barnala, Malerkotla, and Sangrur.

Haryana sending relief material for flood-affected people in Punjab: CM

Chandigarh, September 6 – Haryana Chief Minister Sh. Nayab Singh Saini said the problem of floods in Punjab has to be faced together and Haryana stands with Punjab in this crisis. Relief material is being sent to the flood-affected districts of Punjab.

The Chief Minister was interacting with journalists here today.

Replying to a question regarding the flood situation in Haryana, Sh. Nayab Singh Saini said that the State Government is constantly monitoring the situation after the rains. Under the leadership of Prime Minister Sh. Narendra Modi, the double-engine government is working in the interests of farmers. Earlier also, compensation was given to farmers by the government. This time too, the affected farmers will be compensated.

He said that the government is with the people of the state. The e-Kshatipurti portal has been opened for the affected farmers. Through this portal, 1,69,738 farmers from 2,897 villages of the state have registered for more than 9.96 lakh acres. After verification, further action will be taken in this regard.

Congress trying to find ground

Chief Minister Sh. Nayab Singh Saini targeted Congress, saying their political ground has slipped away. That is why first they raised questions on EVMs, then claimed that the Constitution and democracy are in danger, and now they are talking about vote theft. The Chief Minister said that Congress leader Rahul Gandhi talks about stolen votes while showing empty pockets in Parliament, but the truth is that the pocket of Congress is empty because of their own deeds. The public has now understood their reality. Today, the Congress has no issues and is directionless. It is only trying to search for political ground. The Prime Minister has taken many pro-people decisions, but neither Congress nor the INDIA alliance has praised even one of them. This shows their mindset.

Rebate up to Rs 12 lakh and now GST changes in public interest

The Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, many decisions have been taken for the poor. In the Union Budget, rebate has been given on income slabs up to ₹12 lakh, and now changes have been made in GST slabs providing big relief to the common people. Both the central and state governments are working to give relief to the poor and the general public. The new GST slab has given relief to every section.

On this occasion, Chief Principal Secretary to the Chief Minister Sh. Rajesh Khullar, Excise and Taxation Commissioner Sh. Vinay Pratap Singh, Director General of Information, Public Relations, Languages and Culture Department Sh. K. Makarand Pandurang, and Media Secretary to the Chief Minister Sh. Praveen Attrey were present.

GST reforms rolled out within a month, proof of Prime Minister’s guarantee, says Haryana CM

Chandigarh, September 6– Haryana Chief Minister, Sh. Nayab Singh Saini said that the Goods and Services Tax (GST) reforms announced by Prime Minister, Sh. Narendra Modi from the ramparts of the Red Fort on Independence Day 2025 have been implemented within just a month. Calling it ‘proof of Modi’s guarantee, which is always fulfilled,’ Sh. Nayab Singh Saini described the reforms as a milestone towards building an Atmanirbhar Bharat. He added that the changes would also play a key role in realising the Prime Minister’s call for swadeshi and Make in India.

Addressing a press conference here today, the Chief Minister said that the 56th meeting of the GST Council, held on September 3, 2025, took several important decisions aimed at easing the burden on citizens, supporting businesses, and strengthening the economy. Calling the decisions ‘welcome steps,’ he said rationalisation of GST rates would make essential consumer goods cheaper, boosting middle-class savings and fueling demand during the upcoming festive season.

Sh. Nayab Singh Saini said that GST has simplified and made the taxation system more transparent. It has also removed barriers to trade between states and has realized Prime Minister Sh. Narendra Modi’s vision of ‘One Nation – One Tax – One Market.’

Two standard GST rates introduced

The Chief Minister said that India will now have only two standard GST rates i.e 5 percent and 18 percent. The previous 12 percent and 28 percent slabs have been scrapped, while a special 40 percent rate has been retained for ‘demerit’ goods.

The Chief Minister said that the simplified classification would certainly reduce disputes and litigation, while lowering GST rates on commonly used goods and abolishing the cess would directly ease household expenses. The inverted duty structure on textiles and fertilizers has also been removed, reducing working capital blockages for dealers, he shared.

The Chief Minister said the registration process has been simplified, enabling automatic registration within three days for low-risk applicants, with system-based provisional refunds to be issued within set timelines.

Relief for farmers and agriculture

Highlighting that the reforms primarily take into account farmers’ interests, the Chief Minister said that Haryana, being an agrarian state, had urged the Council to reduce GST rates on agricultural equipment used for crop residue management, a request that was accepted. He expressed gratitude to the Union Finance Minister, Smt. Nirmala Sitharaman for this.

The Chief Minister said that packaged milk and cheese have been made GST-free, while rates on ghee, butter, and dry fruits have been cut from 12 percent to 5 percent. Roti and paratha have been exempted entirely. These steps, he said, will not only reduce inflation but also encourage traditional food businesses, strengthen food processing in Haryana, boost farmers’ value addition, and create rural jobs.

The Chief Minister said that the Council also lowered GST on irrigation and tillage machinery from 12 percent to 5 percent, reducing equipment costs. Bio-pesticides and fertilizer inputs like ammonia, sulphuric acid, and nitric acid will now attract only 5 percent  GST, promoting sustainable agriculture, he informed.

The Chief Minister shared that for tractors, the GST rate has been reduced from 12 percent to 5 percent for engines below 1800 cc, and from 28 percent to 18 percent for higher capacity tractors.  Sh. Nayab Singh Saini said this progressive step would encourage farmers to adopt modern machinery and accelerate farm mechanisation.

Push for clean energy and textiles

The Chief Minister said that the solar and renewable energy equipment will now attract only 5 percent GST, down from 12 percent. This, he noted, will cut project costs and promote sustainable, eco-friendly energy. In textiles, key inputs like yarn and fabric will see GST reduced from 12 percent to 5 percent, while sewing machines will attract just 5 percent instead of 18 percent. These measures will cut production costs, strengthen small and medium enterprises, and generate more jobs, he said.

Healthcare made more affordable

The Chief Minister said that essential life-saving drugs have been made GST-free, while diagnostic kits such as glucometers and reagents will now attract just 5 percent. GST on health and life insurance has also been reduced from 18 percent to zero, cutting premiums and improving financial protection for families. These measures will lower treatment costs significantly and offer direct relief to patients in need of special care, said Sh. Nayab Singh Saini.

Relief for middle-class buyers

The Chief Minister said that in a major relief for consumers, GST on small cars with petrol engines up to 1200 cc and diesel engines up to 1500 cc has been reduced from 28 percent to 18 percent. The same 18 percent rate will also apply to motorcycles up to 350 cc. Small cars will now become more affordable, and the automobile sector can expect a demand surge, said Sh. Nayab Singh Saini.

Similarly, the Chief Minister shared that the GST on cement has been cut from 28 percent to 18 percent, reducing construction costs and making housing and infrastructure development more viable in Haryana. On the other hand, GST on harmful products like tobacco, pan masala, and cigarettes has been raised to 40 percent, with the compensation cess continuing. The same higher slab will apply to sugary aerated drinks and caffeinated beverages, he said.

Sh. Nayab Singh Saini said the move aims to curb harmful consumption while generating higher revenues for public welfare.

In 2024-25, Haryana Ranked 5th Among Leading States in Gross GST Collection

The Chief Minister said that since 2017, continuous efforts have been made to simplify and rationalize the GST framework. This has expanded the tax base in Haryana and led to a significant rise in GST collections. Haryana’s net SGST collection increased from Rs. 18,910 crore in 2018-19 to Rs. 39,743 crore in 2024-25, marking a growth of 110 percent.

Despite its relatively smaller population and size, Haryana has emerged as one of the leading tax-collecting states in the country. In 2024-25, Haryana secured the 5th position among major states in terms of total gross GST collection. For the financial year 2025-26, Haryana’s net SGST collection is growing at an impressive rate of 20 percent.
